8(a) Eligibility Requirements
To qualify for the 8(a) Program, your business must meet ALL of the following criteria:
1. Social Disadvantage
At least 51% owned and controlled by one or more individuals who are socially disadvantaged:
- Presumed disadvantaged groups: Black Americans, Hispanic Americans, Native Americans, Asian Pacific Americans, and Subcontinent Asian Americans
- Other individuals: Must demonstrate social disadvantage through clear and convincing evidence
2. Economic Disadvantage
Owners must demonstrate economic disadvantage with:
- Personal net worth less than $850,000 (excluding ownership in applicant firm and primary residence)
- Adjusted gross income averaged over 3 years not exceeding $400,000
- Fair market value of assets not exceeding $6.5 million
3. Business Requirements
- Must be a small business according to SBA size standards
- In business for at least two years (waivers available)
- Display reasonable success potential
- Demonstrate good character
- U.S. citizen ownership and control
4. Program Eligibility
- Cannot be currently participating in the 8(a) program with another business
- Cannot have previously participated in the 8(a) program
- Principal office must be located in the United States
